Code of
Conduct
The
North Castle Public Library is a public institution governed by the laws of the
State of
Under
the Code of Conduct, the following are prohibited:

abusive or
profane language
·
cellular phones,
radios or other audio equipment
·
defacement of
books or other property
·
disruptive
behavior
·
dogs, cats or
other animals in the library
·
food
·
lewd conduct
·
loud conversation
or noise
·
moving furniture
out of place
·
running
·
skateboards,
roller skates or roller blades
·
smoking
·
soliciting
·
unattended
children
The Board of Trustees of the North
Castle Public Library, in order that the Library may operate and be
administered in the best interest of the citizens it serves, publish and post
these regulations applicable to all patrons of the library.
I. No person shall destroy, injure, or
deface books or any other property and/or materials belonging to the Library or
move or remove any furniture, fixtures, equipment, decorations or accessories
from their proper places.
II. No person may abuse or threaten to
abuse other patrons or members of the staff, nor follow other patrons or
members of the staff in or about the Library for no legitimate purpose.
III. No person while on the premises of the
Library shall conduct himself/herself in a violent, riotous, or disorderly
manner, or use abusive, obscene, or profane language, or engage in lewd conduct
or disturb any public meeting or assembly.
Any person found to be under the influence of alcohol or drugs in such a
condition as to threaten the safety and rights of others will be asked to
leave. The Library premises include not
only the building, but the land surrounding it, such as the front, rear,
sidewalks, and the parking lot.
IV. No person shall smoke in the Library
building. The consumption of food or
drink in the public areas of the Library is prohibited except with the express
permission by the Library Director or designee.
Coffee, tea or water in closed containers shall be allowed.
V. No person while on the premises of the
Library shall engage in loud or disruptive conversation or conduct of
harassment or unruly behavior which inhibits the use of the Library by others
nor shall any person refuse to obey the reasonable requests of an employee of
the Library regarding same. No person
may play a radio on Library premises without using earphones which make the
sound inaudible to others. If sound is
heard, despite the use of earphones, the patron must turn the radio off. The use of cellular phones shall be limited
to the lobby areas of the library.
VI. No person while in the Library building
shall obtain or attempt to obtain signatures to a petition, conduct surveys or
investigations, or distribute printed material without the express permission
of the Director or designee. No posters,
flyers or other forms of material may be posted without the express permission
of the Director or designee.
Solicitations for charitable, religious, or other purposes, or selling
of tickets, magazines, or merchandise of any kind are prohibited on Library
premises except for on-going book sales and other fund-raising events conducted
by the Library or conducted with the express permission of the Library.
VII. No person shall bring animals into the
building, except for seeing-eye dogs, dogs used by law enforcement agencies, or
any animals used in Library programming.
VIII No person shall leave children under the
age of eight unattended on Library premises.
Parents, guardians, or other responsible persons who bring children to
the library are expected to supervise those children while visiting the Library
with them.
IX. Roller skates, skateboards and roller
blades are not permitted in the Library or on Library premises.
***IMPORTANT - PLEASE NOTE***
Librarians and security personnel on duty
are authorized to ask persons who violate these rules to immediately leave the
Library and Library ground. Violation of
these rules may result in such violator being banned from the Library. In addition, violation of these rules or failure
to abide by such banning may lead to criminal prosecution. Any person who is banned from the Library for
a period in excess of one(1) week has the right to appeal by requesting a
hearing before the Board of Trustees of the Library, provided such hearing is
requested by written notice addressed to "Board of Trustees, North Castle
Public Library, 19 Whippoorwill Road East, Armonk, N.Y. 10504", received
no later than five (5) days after such person has been first notified that he
or she has been banned from the Library.
